Generally yes. TDHCA, TSAHC, and the City of Houston Homebuyer Assistance Program each require a homebuyer education course, often through a HUD-approved agency, generally completed before you close. Course length and format vary by program.

These courses typically cover budgeting, the mortgage process, and what to expect as a homeowner, and some are offered online. The requirement exists across nearly every state and local assistance program, not just in Texas, so plan for it as a normal step rather than an obstacle.
